Neither the EPA or any other government agency has studied the effects of long-term ingestion of fluorosilicic acid, it is being used instead of sodium fluoride because it is cheaper.
Sodium fluoride, first added to public drinking water in 1945, is now used in less than 10% of fluoridation systems nationwide, according to the Center for Disease Control’s (CDC) 1992 Fluoridation Census. Instead, sodium silicofluoride or fluosilicic acid, known as silicofluorides (SiFs), are now used to treat drinking water delivered to 140 million people. While sodium fluoride was tested on animals and approved for human consumption, the same cannot be said for SiFs.

Where does this compound come from?
Fluoride is a by-product of aluminum and fertilizer manufacturing and contains heavy metals such as lead, arsenic and chromium. Fluoride is not a high-purity pharmaceutical, to put it conservatively.

Fluoride in drinking water was originally added in the 1940s to prevent tooth decay. Studies have now shown that fluoride causes dental fluorosis in 10% of the population. Even more disturbing than the cosmetic impact that fluoride can have on teeth, research is also linking fluoride to increased risk of cancer (particularly bone cancer) gene mutations reproductive problems neurotoxicity (hyper or depressed activity) bone fluorosis (decreasing density). In fact, in 1999, the EPA's Headquarters Union of Scientists took a stand opposing fluoridation of drinking water supplies.

In July of 2012, a team of Harvard researchers published a “meta-analysis” of 27 studies that have investigated the relationship between fluoride and human intelligence. The overwhelming majority of these studies found that fluoride exposure was associated with reduced IQ in children. In fact, 26 of the 27 studies that met the Harvard team’s inclusion criteria found a relationship between elevated fluoride and reduced IQ. The Harvard team thus concluded that fluoride’s effect on the developing brain of children should be a “high research priority” in countries like the U.S. where, despite mass fluoridation programs, no studies have yet been conducted to investigate the issue.

EPA denies fluoride petition
Washington—The Environmental Protection Agency said a petition seeking to prohibit the use of hydrofluorosilicic acid (HFSA) as a water fluoridation agent "provides no information that would cause EPA to question the current approach."
